Raise the Age Program Description

The House of the Good Shepherd is one of the 13 voluntary agencies selected by the NYS Office of Children and Family Services (OCFS) to provide residential care to juvenile delinquents 16 years of age or older under the Raise the Age Legislation. This program will be housed in our Milton Abelove Children’s Shelter located on the agency’s main campus in Utica, NY. The 12-bed program will be comprised of three 4 beds units; 1 unit for females and 2 units for males.

The cornerstone of the program will be a safe, structured residential program that that focuses on education, vocation, work readiness, restorative justice and supporting social-emotional and behavioral needs. The program places emphasis on nonviolence, emotional intelligence, social learning, shared governance, open communication, social responsibility, and growth and change. It incorporates individualized planning based on the assessment of emotional, behavioral, medical, educational, and social needs. Upon discharge, children will transition to an intensive community-based after-care program that will ensure support and supervision for the youth as they return to their communities.
